Choppy line number of calls waiting for agent is 19

Hello all experts.
We are doing INBOUND calls.
I have installed vicibox5.0.3 preload iso on a IBM System x3650 M4. Again, it is all in one (web, database, asterisk)
Everything is okay after installation.
However, we got a problem:
These are the details:
[*]13 agents currently login
[*]21 current active calls
[*]3 agent in calls
[*]18 calls waiting for agents
When number of calls waiting for agent do not reach at 10, no choppy voice but when reach at 10-18 calls waiting for agent.
This is where choppy line start.
Do we have anyone experience the same issue. Can I ask some ideas from you guys.
