Welcome message not playing after hours

I have setup an ingroup and find that the welcome message only plays if it is currently within the hours of operation; it will not play after hours. I have set the Play Welcome Message parameter to ALWAYS. Maybe it's there, and I missed it, but the Manager Manual (2012-04-29 version) has not shed any light on this matter so far. Any help?

After hours settings are different. Set that to drop to a message, then set that recording file as the message and you will achieve your goal.

Problem is I need a different action to be triggered for after hours, transfer to callmenu.
