Transfer Conf not available on Manual Dials

So I have:
I am working on a cluster that has 1 DB, 1 Web, 3 Dialers:
VERSION: 2.8-440a
BUILD: 140521-2101
Version: 2.8b0.5
SVN Version: 2122
DB Schema Version: 1378
Installed via VICIbox v.5.0.3 Standard 64 bit (made on 5/30/2014 from vicibox)
And my agents can make calls, transfer-conf and dial with customer, no issues at all.
When they make a callback or place a manual dial all that happens is "Waiting for Ring......"
but never does it show the call is connected to allow Transfer-Conf... even though both parties ARE connected and talking, ideas?
