Ingroup with on-hook agents

We want to make an ingroup with on-hook agents and oldest_call_finish distribution method but we are worried about the scenario where an agent walks away from his desk for some reason and the caller lands in the agents voicemail box. Is there a way to set it up so a caller gets routed to another agent when the destined agent doesn't pick up?
