what does the 999 do? Is it supposed to be in the lists? I'm confused.

The 999 is the list_id where the new leads are inserted into when the call comes in. You do not have to have this defined as a list if you do not want to be calling these leads back.

What script should be used for SIP ITSP lookups? Currently it seems like it always creates a new record in 999 even if I already have a record for it and its not populating the fields.

I'm not exactly sure what a SIP UTSP lookup is, but if you want to try to match a callerID, then try the agi-VDADcloser_inboundCIDlookup.agi script instead of the agi-VDADcloser_inboundCID.agi script.

ITSP as in provider and yea thats the script I use without success.. no worries I'll keep diggin.
