What card are you using?
Did you use lsmod command to load drivers?
Did you take care of udev?

Thats not a VICIDIAL error. Try going to asterisk forum instead.

if you're using x100p try loading the module first.

modprobe zaptel
modprobe wcfxo (modprobe ztdummy - w/o a timer card)
ztcfg -vvvvvvvv

check w/c timer card you're using and load the necessary drivers. if you're not going to use the fxo port of the card you can put the noload option for chan_zap.so in your /etc/asterisk/modules.conf.

noload => chan_zap.so

the problem is your configuration on zaptel.conf and zapata.conf

what type of asterisk card is this? T1 or E1?
