Initial softphone ring hit or miss v2.8-440a

Hi guys,
I have a working vicidial cluster, but every time an agent logs into the vici agent portal, their sip phone most likely won't ring with the initial call. They may have to log out/back in 10 times before they finally get the ring that says "you are the only person in this conference". With 60 people, the floor managers spend a lot of time helping people get logged in everyday and I'm out of obvious ideas. A possibly related problem is that each agent complains that zoiper or xlite simply hangs up a couple times throughout the day, thus triggering the tedious login procedure again.
Steps I have tried to fix the problem:
1) used both xlite and zoiper on agent computers
2) tried phones on a different network (remote phones)
3) tried evenly distributing phones across servers
4) created phone aliases and tried that to see if it was a load issue (made it worse)
5) verified that on the softphone it always says (registered or ready) before logging in
6) verified that no computer has the same xlite/zoiper settings (in case 2 systems were registering the same phone)
It does not seem to matter what computer, what soft phone, or which dialer they are logged into. Their initial call could ring on the first try, but most of the time it could take 3-4 log ins and outs. I'm open to ANY ideas... Thanks in advance for any help guys
