mysql always uses ALL memory.
since any previously run query could be re-run, and if the results have not changed the same query in memory is an order of magnitude faster and less processor-intensive to return ... the mysql system uses ALL available memory but marks "technically no longer needed, but could come in handy" query memory as "available to the system".
so while it's all been consumed, much of it is still actually available for use.
if you experience no other symptoms, ignore the usage. if you do experience symptoms, attack those and continue to ignore this. if, however, you actually have very little memory and you have an enterprise level vicidial cluster ... continue to ignore this except that you should add more memory.
if mysql actually runs out of memory, dropping caches won't help anyway.
