Using the Contacts feature

We have a situation where we want to attach a list of contacts where the agent can transfer calls to. I see the Contacts menu under the Admin menu where i can add contacts. And in the campaign settings i see the option to select CONTACTS under the Enable Transfer Presets field. But then how do i proceed?
The help text says:
But where do i enable this contact_information setting? I looked in System Settings but could not find it there.
Also is it possible to enable different Contacts per ingroup?
The help text says:
This option will enable the Presets sub menu to appear at the top of the Campaign Modification page, and also you will have the ability to specify Preset dialing numbers for Agents to use in the Transfer-Conference frame of the agent interface. Default is DISABLED. CONTACTS is an option only if contact_information is enabled on your system, that is a custom feature.
But where do i enable this contact_information setting? I looked in System Settings but could not find it there.
