New leads being overlooked

The help specifies
DOWN COUNT 2nd NEW: starts with least called leads and works its way up inserting a NEW lead in every other lead - Must NOT have NEW selected in the dial statuses.
Is this the case with other list orders that include 2nd NEW? I am using DOWN 2ND NEW with lead recycle. I am recycling Answering Machine and No Answer only with delay 10800 and max 2.
I have tried removing NEW from my Dial Statuses to Call.

Whether I leave it in or take it out, the NEW leads are being overlooked.

What am I do wrong?

DO NOT use lead recycling. It's an old feature that's not maintained and should ONLY be used to call back busy leads in 30-90 seconds. If you are using it for anything else, you should not have been using it anyway, and you are using it for AMD calls plus a ridiculously long period of time. For that period of time, you should instead call your entire list ... reset it ... and call it again.

And you did not list your Vicibox Version (trust me when I say version makes a difference when you actually find a bug ...)

I have updated my signature. I removed all the lead recycle entries and the NEW leads are still being overlooked. I have tried with NEW in the list of dial statuses and with it not in the list.

We've not seen any issues with campaigns created fresh using this feature. Try creating a fresh list/campaign and load just a few sample leads. Start with list order "random".

Try dialing through the first batch of NEW leads, then add a few more sample leads and remove NEW from dialable and change to one of the special NEW list orders (random 2nd NEW?). Perhaps there's something broken in the campaign you are using.
