Issue with calls in vicidial

Okay so I am having an issue with our calls after restoring our server and updating. Before we used to dial like 5000 calls per day and at dial level 4 we had no issue with people waiting around for calls. Since the move and restoration of our dialer we have to turn the dialer up to 6+ lines per person and we are still waiting for calls a lot longer than before. Also leads are not being marked as called, they remain as status NEW even through the call count shows 3+ calls made to that number.
I have my settings as:
dial timeout = 25
Max Trunks = 250
Max calls per second = 20
MY dial plan is:
Carrier voipessential.com
exten => _1NXXNXXXXXX,1,Dial(SIP/voipessential/${EXTEN},,tTo)
exten => _1NXXNXXXXXX,2,Hangup
