How to improve calling effectiveness? Carrier problem

Hi.
My VoIP Carrier told me that best way to improve calling effectiveness is to:
- send less calls at a time but more often (NOT 60 once per minute BUT 3 every 2 seconds, for example)
1. Can you explain me if this is possible in VIcidial? Should I look at Max Calls Per Second, Dial ratio or Max Trunks?
2. Can you explain me the purpose of Max FILL Calls per Second and what value should it be?
System is Vicibox 6.0.4 SVN 2534. 1 x DB/WEB, 5 x Asterisk 1.8. 130 Agents, only Outbound Calling at high ratio.
