Separate MANUAL DIAL and FAST DIAL permissions

FAST DIAL is a long waited features where agents can add new leads and dial them. I assume this is also reflected in the agent's reports.
BUT MANUAL DIAL does not reflect on the agent's reports so we do not want them to use MANUAL DIAL. We want to keep track of all number being dialed and by whom.
Is there a way to disable MANUAL DIAL but enable FAST DIAL?
