outbound calls not connecting to agents

Asterisk version:1.8.23.0-vici

The issue i am having is when the agents are logged into one specific campaign they are able to receive inbound calls, but when we turn inbound off and load data for outbound we see the dialer making calls but nothing is getting routed to the agents. We have other campaigns that are not having this issue at all on the same server so i know it isnt a dial plan issue which is what i initially thought it might of been. Please advise if you can.
