user only callbacks being manually dialed

this is the work flow that we are trying to acheive:

we have call openers in one campaign and we want them to be able to set anyone call backs and when a call gets transfered to a closer which is in a separate campaign we want the closer to be able to be the owner of the lead and able to set useronly callbacks. The useronly callbacks we DO NOT want to be able to be called manually by an opener. We have managed to set user only for closers and anyone for openers but when a closer sets a callback that number is still able to be dialed by an opener... anyone know what we are missing?
