Autodialer Calls Placed Very Low

Hi,
I was trying to increase the number of calls for the campaign but it is always limited to max 21 even if I increase the auto dial level to number of agents logged in. Please check the below image for reference.

Dial Method: RATIO
Auto Dial Level: 4.2
Auto Dial Level Threshold: DISABLED
Available Only Tally: N
Available Only Tally Threshold: DISABLED
Drop Percentage Limit: 3%
Maximum Adapt Dial Level: 3.0
Adapt Intensity Modifier: 0--BALANCED
Dial Level Difference Target: 0--BALANCED
Dial Level Difference Target Method: ADAPT_CALC_ONLY

Answering Machine Detection is set to active
System Settings
Max FILL Calls per Second: 10
Kindly help me how to fix this issue.
