How many numbers does the computer or VIcidial dials when an agent is in Manual dialing.

Vicidial does not do any automatic dialing when it is set to manual mode. The agent initiates a call by clicking dial next. A call is placed to the next lead in the list and the agent is on the line while the call is ringing whether someone answers the phone or not just as if they had picked up a telephone and dialed the phone number.
