Help for How to add carrier (PSTN Telco) of Outbound dialin

I have Installed Vicibox Redux 4.0.1 from ISO Image Asterisk Version 1.4.44 Vici with Digium TDM800P 8 Port FXO card .
Dell Optiplex 755 4 GB RAM 500 GB HDD C2D 2.8 Ghz
Please Help me how to add PSTN or Telco Carrier & Dialplan for outbound calling , inbound calling is working fine but i am unable to dial out.
Please help me in this regard
