Unable to add e-mail accounts

I followed the steps here and in the past we managed to create one email account in the admin section but now i am unable to do so, when i press submit after filling out all the details like mailserver, account, password etc. the account is not saved in the database. There is also not success confirmation and the email account is not in the list, no error message either. I followed this guide:

No, nothing. I found out why this is happening, it has to do with Languages. See issue 1069.
