Vicidial Calls Dialing going up and down

Hi,
we have 25 agents setup with Press 1 Campaign type of system where customer listen the recordings and then press 1 and then calls is routed to agent logged into ingroup.
The issue we are facing is that number dialed are going up and down,
the settings are
Dial method = Ratio
Dial level = 70
Agents Logged in = 25 (remote agents vicidial)
Calls dialed = 1200 around
Ideally it should be = 20 X 70 = 1400 numbers
So what factor ares involved in deciding to dial these numbers in ratio mode?
