How to play Moh in queue without answering

I receive inbound calls that are handled by the queue before being answered by off-hook agents. Is there a way to not answer the call until the agent get it ?
In my scenario the music on hold of the queue should be played as early media, and the real answer should be done only when an agent gets the call.
