Would you limit the length of a voicemail box message with the setting Voicemail Options: ? If so how would you limit the message time to 60 seconds?

There is a limit of 300 seconds already by default for all voicemail boxes. But you are able to change this by general or you change it for each voicemail individually.
General:
Open /etc/asterisk/voicemail.conf file and adjust the maxsecs=300 (sec.) part. After that don't forget to start a "rebuild conf file" in server settings from web portal.
Single voicemail box:
Phones --> select phone --> Voicemail Options --> "maxsecs=60" --> submit
It's up to you to change the max length according to your wishes, but 60 seconds could be too short. By the way there is "maxsilence=10" default setting, which will stop recording after this time of "no speaking/silence".
