[Solved ]You do not have permission to view this page

I have done a scratch installation of ViciDial...it is working fine..am logged in with a user having Level 9 access but when I go to Reports and other pages it gives an error message "You do not have permission to view this page"...i have changed that to Level 1 but it didnt workout, it was not logging in at all then I have to change that one back to Level 9 from DB I can login back now but still with the same error...c
Can you please help me with that...
