Need help in Text to speech, agi need to take a data from database and tts play the audio to customer.
is anyone achieved this in opensource project?? other than cepstral.

Cepstral is currently the only TTS integration option for VICIdial, although I did recently quote 5 hours to a client to add eSpeak(with Mbrola voices) compatibility, and eSpeak is Open-Source.

google text to speech, Microsoft bing text to speech?

No, those would have to be programmed. And services like Google and Bing for TTS bring several other issues that have to be handled in the programming because they are not executed on the local Asterisk server, integrating with those would actually be quite complex.
