DROP RATE increase during Hopper loading

Hello,
We've observed that the DROP RATE appears to increase significantly during periods when the hopper is reloading. Is there a reason for this? How do we mitigate this issue?
We also notice that the WEBFORM pop is sometimes delayed by up to 10 seconds at the start of a call. How can this happen? How do we mitigate this issue?
Any help with this question is appreciated.

NOTE:
We are running with the following cluster configuration:
4 Web Servers
8 Dialer Servers
2 DB Servers (Master and Slave DB)
The hopper loading is done through a CRON event triggered at 5 minute intervals on the Master DB server.
We are running the following VICI version:
VICI version: 2.14-708a Build: 190414_0924
Linux Distro/Kernal version: SUSE Linux 4.4.176-06-default
PERL version: v5.18.2
Asterisk version: 13.21.1-vici
MySQL version: 10.2.23-MariaDB-log OpenSUSE package
