Dynamic Good Guys uses the "XTRecent" module to instantly add an IP address to a device that is also referred to when checking permission for inbound packets. Web form submission adds the entry, and that entry is checked by the next phone registry packet to arrive and *poof* registration and calls are live.
The xt_recent module is on all iptables servers I've seen in over a decade (although with Gentoo we had to remember to compile it in, but that was over a decade ago!)
In clustered systems it can be more complex, but there are several methods to "bounce" that permission among all servers instantly.
Alternately, you should be able to run the perl script that runs after reboot. I was under the impression it ran on a timed basis, but we don't use this firewall method. DGG is too simple.
