Area code Local presence matching

The campaign level is set to 'areacode' matching.
How does Vicidial handle the new area code's?
Example 214 is Dallas.
There is no 214's left.
We have a 469.
How does Vicidial know to route that back to 214?

you have to set it manually in the ac-cid
