Asterisk 11 webrtc no sound in Mexico but asterisk 13 works

We have noticed something funny for a while now with our agents located in Mexico. The viciphone will connect, but will not pass any audio on servers with asterisk 11, but on servers with asterisk 13 the audio passes just fine.
We prefer to use asterisk 11 Because AMD seems to work better, and we have less of an issue with agents "Getting stuck in 3 way calls".
Anyone know what the difference between the media stream or security or connection stuff on asterisk 11 and asterisk 13 is? or even better, does anyone know if there is a setting change in asterisk or router change we can make on their network to allow asterisk 11 to pass audio?
