Restrict the Editing Of Custom Fields

Hi All,
How do I only display custom_fields to Agents, while allowing Admins/Managers to edit?
Display Field type does just that, displays the data to agent and admin, and can't edit
Hidden also won't work as the field is also hidden from admin view, and can't be edited.
Tried all 5 options for Modify Leads, under the user ADMIN INTERFACE OPTIONS, no change.
Am I correct in assuming this only applies to standard list fields?

DISPLAY will display only and not allow for modification by the agent
Display Field type does just that, displays the data to agent and admin, and can't edit
HIDDEN will not show the agent the field, but will allow the field to have data imported into it and exported from it

Modify Leads - If this option is set to 2 or 4, the admin user can modify all lead fields except for the phone number and alt number fields.
Am I correct in assuming this only applies to standard list fields?
