Remote Agent Login Not Working

I'm following the tutorial in the manager's manual to set up a remote agent to be able to take calls from an outbound campaign. I created the remote agent using an existing user ID.
If I activate the user from the Admin side the campaign turns on and calls start routing to the remote agent's phone. Everything works fine.
However, when I attempt to log in to the remote agent login page at https://server-address/vicidial/vdremote.php I am unable to log in. I enter the same user ID and password that I use to login into the regular agent login URL at https://server-address/agc/vicidial.php but nothing happens. The login popup just refreshes and asks for login credentials again. If I click the back button on my browser I am taken to a blank page that has the error message "Invalid Username/Password: |||BAD|"
