Weird transfer calls behavior

Hi guys.
We are experiencing weird transfer calls to a level 1 user/opener transfering to another level 1 user/opener.
I set their settings to do outbound calls and transfer a call to an inbound group (this is set from the campaign).
Also there are no assigned inbound groups to these opener accounts so that they can not receive inbound calls to another agents, only closers account level 2 has set or assigned to a inbound group.
