Agents receive Voicemail from press one campaign

Hi, I created a press one blaster campaign with these settings:
Routing extension: 8366
Survey DTMF Digits: 1
Survey Method: extension(I set a mobile number)
Survey No-Response Action: OPTIN
The problem is that the number set in the Survey Xfer Extension receives Voicemail messages, that's not supposed to happen since you have to press 1 for the call to be transferred.
Can I do something to avoid this?
