No one availabe when transfering a call to Ext

I am facing an issue when agents transfer a call to Extension, but that doesn't happen all the time but sometimes we face this issue, the agents face a message that this extension is not available and routed to the extension's voicemail to leave a message when trying to call the ext they will transfer to, in order to transfer the customer to it.

I guess this is what cause this issue, not sure:

and to transfer internally I did a dial plan to let me be able to record the extensions calls for only the transfer, not all the time, as below:

exten => _78XXXX,n,Hangup
exten => _79XXXX,1,Answer
exten => _79XXXX,n,Goto(defaultlog,${EXTEN:2},1)
exten => _79XXXX,n,Hangup
