2) As you are obviously new here, I have some suggestions to help us all help you:
When you post, please post your entire configuration including (but not limited to) your installation method (11.X.X?) and vicidial version with build (VERSION: 2.X-XXXx ... BUILD: #####-####).
This IS a requirement for posting along with reading the stickies (at the top of each forum) and the manager's manual (available on EFLO.net, both free and paid versions)
You should also post: Asterisk version, telephony hardware (model number is helpful here), cluster information if you have one, and whether any other software is installed in the box. If your installation method is "manual/from scratch" you must post your operating system with version (and the .iso version from which you installed your original operating system) plus a link to the installation instructions you used. If your installation is "Hosted" list the site name of the host.
If this is a "Cloud" or "Virtual" server, please note the technology involved along with the version of that techology (EG: vSphere Version 6.X.X). If it is not, merely stating the Motherboard model # and CPU would be helpful.

3) Adapt will dramatically drop the "dial ratio" each time you drop a call to try to keep your campaign within legal limits of drop call percentage.
Adapt is bested used with 25 or more agents. I generally don't recommend adapt at all if you're under 10 agents in each campaign. If you watch the dial ratio during adapt and you try to maintain the 3% max drop ratio and you have less than 10 agents dialing, you will notice a 1:1 dial ratio very often will cause your agents to wait for quite a long time until there have been enough new calls to bring the drop % back within spec. These campaigns should be running at normal Ratio rather than Adapt until you have more agents available.
What are the rest of your Adapt campaign settings for this campaign? Are the other campaigns also Adapt but performing better? If so: Do they have more agents?
4) How many agents are on this "Adapt" campaign? Note that there are options within the campaign to NOT use adapt until you reach specific levels of agents (very useful during ramp up and breaks).
5) There are screens running on each Dialer which make these decisions. ASTVDAuto for instance has output you can view as it runs.
