call notes issue

Hello this is for the call notes not the comments section of the agent screen. I am having reports of the call notes being inputted by the agents to there agent screen. but when they go back to review them the notes are not showing for them. I can see it in the admin section but not at the user. and the note reference in the mysql has a strange number reference. has anyone seen this before ?
