Remote agents do not make calls, they receive calls. That being said: A campaign with a single remote agent in it can make a call, and transfer the call to the remote agent. This would require the called party to answer FIRST and then the remote agent's phone would ring. If the remote agent's phone is set to auto-answer, this can be fairly seamless.
ANY asterisk sip/iax account can be used for either the remote agent or as the target of the call. The remote agent's phone can be sip/iax/external and the instructions for setting up the remote agent's phone (dialplan entry) are in the Vicidial Manager's Manual.
