Order of outbound calls

I see the 'List Order' can be set per campaign to a number of different options. My question is, are these orders followed across all lists in a campaign or per list itself. In onther words if the List Order is set to "Down: Select first leads loaded into the vicidial_list table", does that mean that a lead loaded at position 1 in LIST A will be selected before a lead in position 5 in LIST B. Or does it simply mean that lead 1 in LIST A will be selected before lead 3 in LIST A?

The order is across all active lists for the campaign.

This is something that does not apply to the new List Mix feature in SVN that will be active in the next release of VICIDIAL.
