Hello, somebody know what is the meaning of status = NEW and call_count = 1 and user = VDAD and doesn't have any record in vicidial_log?

Those are either undialable phone numbers or unavailable lines to dial.

STATUS 'NEW' WITH CALL COUNT = 1
