TRANSFER - CONF 3rd PARTY CALLING PROBLEM

Hi,
I am having problems with calling 3rd party from TRANSFER - CONF using DIAL WITH CUSTOMER.
Say I am in call with a customer and want to call a 3rd party in conference with customer: I click on TRANSFER - CONF and then place 3rd party number in NUMBER TO CALL field and then click on DIAL WITH CUSTOMER.
Problem is the system will add a 91 tot he number in the NUMBER TO DIAL field. Please note I have specified "X" in DIAL PREFIX and "Y" in OMIT PHONE CODE in campaign definition. This must be active or system would add 91 to customer numbers and it does not, just to third party numbers.
Also, consultative transfers (similar procedure but use CXFER90009 for NUMBER TO DIAL) works fine. Conference call is established with CLOSER.
Here is part of CLI output showing problem:
8176916296 is customer number and 9724214502 was number entered in NUMBER TO DIAL field. These are my cell and office numbers.
I have exhausted my knowledge on subject and have researched FORUM and GOOGLE looking for similar issue. There is asimilar posting titled "Where is this 9 coming from" but I don't think is same issue.
