Inbound 3rd Party Transfers

My system is setup according to the SCRATCH_INSTALL
I have purchased the Manager's and Agent's Manuals, and read all of the above thoroughly.
My Question:
When Agents are doing 3rd Party transfers, they are not presented with ring or busy tones on the DESTINATION call, so are unable to determine (other than by waiting for a minute or so) if the destination number is busy, or not picking up.
Is this a feature, or is there a way to insure that the agents are presented with RING / BUSY tone when placing call to destination during the 3rd party transfer?
