Can i set idividual Manager/Supervisor for each campaign so that they will manage their own campaign.

Also, what minimum 'User Level' must be set for a user to manage a compaign.

You can set a manager to only have access to specific campaigns by using their user-group settings.

As for user level, managers have to be a user level of 8 to alter campaign settings.
