inbound queue (waiting customers are not entering)

we have the following situation:
if a customer calls the inbound number, and a agent is waiting to take the call, it goes to the agent and everything works great.
HOWEVER, if there is no agent waiting, the customer goes into a inbound queue, when any agent becomes available, the customer in the queue is NOT transferred to the agent.
Any ideas on this?
