when an agent login in the vicidial agent login it does not show in the cli that the phone the agent uses has login.

Looks like the send, listen and update screens are not running. Something must be wrong in your configs somewhere.

Make sure that the manager.conf file is configured properly and that the Net::Telnet perl module is loaded.
