I have the number set in the campaign as well as setting the caller id at the trunk level. The trunk i have is from aretta.
The main problem is that we are getting blocked by privacy detection.

Have you confirmed that the callerID gets through by calling yourself?
Have you asked your provider if they filter based upon CallerID?
Are you sending out a real number for callerID?

the set up is that the call is routed through freepbx.
the call from the dialer has a long odd number when it comes through to me, with the correct caller id in parenthesis behind it.
the name, which is hardcoded in by the trunk provider does not show, i guess because the number is not accurate for the "dip" as the provider put it.
It is a real number on caller id being sent out, it is a new number that i just got from aretta.
i am not sure what you mean by the filtering by caller id.

FreePBX has a habit of always touching CallerID, which makes it difficult to use it with VICIDIAL.
Is there any way that you could connect VICIDIAL directly to your SIP carrier to test if FreePBX is causing the problem?

Was the answer i recieved when i pushed your question up the line to the person managing vicidial.

It would be interesting to see the actual Asterisk CLI output of a call going through the FreePBX box, I couldn't really tell you for certain unless I saw that.
