So, can someone give me a crash course on buying one of the digium cards.
I found this one
http://cgi.ebay.com/Openvox-A400P-2FXS- ... 286.c0.m14
will it work?
do I need something better?

Well I can guarantee that the lights will blink, but other than that we have replaced two of these with better cards from Digium/Sangoma because the OpenVOX ones failed miserably in production.

If you are asking if you have to have a Digium card physically in your system to use Vicidial the answer is no. You can go with a sip provider and use ztdummy. The only thing with ztdummy is that if your processor load gets to high you might get audio artifacts.
Definately do not use the OpenVox cards if you have a T1/E1 that you will be dialing out on.
