A client wants me to send periodic messages to waiting inbound customers with estimated time to service...
Is there a standard way to do this?

This is possible with the SVN trunk VICIDIAL code-base.

Is there a upgrade to SVN howto?
It looks like its a very different beast from 204rc5...

It's not that difficult if you follow the instructions. There are steps in the SCRATCH_INSTALL doc even for using the SVN trunk codebase, it's really just a different way to download the package.
As for upgrading, there is an UPGRADE doc that you should read fully to understand the changes from 2.0.4 to SVN trunk.
