Is Vicidial can set different welcome message for each agent?

no, this is a limitation with Asterisk.

Maybe you could disable the "you are the only person one" and set his dial plan to playback a welcome message, which could do a look up for the user to choose the message?

But not sure it would be worth doing even if it did work?
What do you think?

That might work, just depends on how important is it is and how much time you want to spend on it.
