How can I setup a redundacy configuration with our 2 ISP?

Hello to all guru,

My company had 2 ISP E1 2mbps. But we have only 1 server. And the President want to make the the 2 ISP helping each other when one is down.

The rules is:

1. ISP A when down, ISP B will go in (voice).
2. ISP B when down, ISP A will go in (voice).
2. Both ISP were up - ISP A will be the voice and ISP B will be the data.
3. Setup will be automatically switching to each ISP without the need of human intervention.

Topology:

ISP A - Cisco RouterA - HP procurve Switch1 - Server (Vicidial)
ISP B - Cisco RouterB - HP procurve Switch1 - Server (Vicidial)

I cannot get the trick to this setup because of different static IPs we have.
Hope there is a call center out there that had already come up with the solution in this kind of scenario.

Any suggestion and tips would be much appreciated.

I've been doing such setup with pFsense using load balance + failover, and 2 ISPs, not only for vicidial purposes, but for the whole office needs.
