Closers

I am struggling to get closers for a campaign working. Our closers are actually administrators who do a final check on a customers elegibility to take advantage of one of our free vacation offers. They take no part in any outbound or inbound campaigns, they would only take calls transferred from agents. I am at the point where the agent can select TRANSFER-CONF then LOCAL CLOSER. The client hears the message 'your call is important' etc. but the call never goes to a closer. For sure I am missing something important here but I have read through the manager manual (full version) and just can't see what is wrong. Any help would be greatly appreciated.

Is the CLOSER logged into an inbound campaign with the in-group that calls are being transferred to selected?
