ratio manager based on closer's waiting for calls

I found a feature by the Poundteam called the Ratiomanager which will raise or lower the ratio based on drop percentage and that is close to what we are looking for. This is our work flow currently.
Two separate ratio campaigns for openers who transfer calls to one ingroup which consists of all the closers who are on a separate campaign. We base out outbound dialing pace on keeping our closers on the phone and not waiting for a call regardless of drop rate and have to adjust ratio every 10 mins or so. Is it even possible to create a script that would check if there is x number of closers waiting for a call for x number of seconds or x number of calls in queue and would increase or decrease the ratio of the opener campaign?
